question for using mods

I dl'ed the conceptual balance mod. Created a "mods" folder and put everything from the zip file into that folder. When I start the game, and go to choose mods, I am getting the CBM choice to enable, but I'm not getting the worthy heroes. Anyone tell me what I'm doing wrong?

Worthy heros is folded into CBM so when you turn CBM on, worthy heros comes on too.
