planet rioting

i have an entire system where planets are rioting. Is there any way to improve their happiness and stop the rioting or do i have to just wait? I do not have any pro-happiness facilities in the entire system but nor can i build any because construction has halted due to the rioting.

You can move ships into orbit of each planet or transfer troops to the planet.

If an entire system is rioting, then you need to move in ships and land troops to quell the riot (if your happiness type appreciates this, that is). As soon as you get one planet to stop rioting, build a happiness facility (Temporal vacation facility if Temporal, urban pac otherwise; fate shrines (religious) and medical bays (organic) also help somewhat).

If your happiness type is neutral, watch out -- doing practically anything, such as colonizing, tended to hurt your happiness (at least in previous Versions. I've not used Neutral for a while -- preferring Peaceful, even with warrior races...).

These are good suggestions. I prefer the troops, because you don't have to keep your fleets sitting idle costing mainteance resources.

By the way, you asked if you should just wait. Depending on the circumstances waiting may not ever help. If they are captured populations they will get slightly angrier over time just sitting doing nothing. You have to do something to offset this or they will riot for ever.

What they said but also:
Clear all non ally ships and planets from the system. Be aware that in a 2 or 3 planet square if the enemy colonized the smaller of the two planets, it will not show up unless you click on the square with the two planets. The first indicater that might be the case is if your ships "dodge" around a 2 planet square instead of going straight over it.
