Suggestion for best empire synergy

Good day. Finally back to playing D3 after a long hiatus due to severe personal issues. I play vanilla SP large games, usually. I am looking for a suggestion for a kindgdom that has a better than avg chance to do charm. I do plan on going with S9 pretender for master enslave to complete the them. I'd also like to synergize with T3 L3 scales, possibly even some form of Fortune teller like benefit. Any suggestions?

Sounds like EA pangea.

Suitable for turmoil/luck, native N3 for charm, blood for hellbind heart.
