Something Odd
 
I set up a battle between Finns and Soviets. The Finn was specified as human and the Soviet as computer and the same for deployment. After deployment was completed I saved the game. Then I restarted the game but set the Finns as computer and the Soviets as human.

Here's what happened during the turn. The Finns moved first and the computer did that. I then moved the Soviets. Here's the odd part: the computer then moved Soviet units which had movement points remaining AND plotted all artillery units which I didn't plot.

Is this how it's supposed to work when you switch sides?

If the side has been put under AI control then the computer will plot them.

Should you want to retake full human control then you may need to go into the HQ menu and switch the AI control off per formation.

So the Player Control screen doesn't act the same way for battles as for scenarios. For scenarios, setting the human/computer on the control screen will result in the proper settings on the HQ screen, but for battles besides the control screen you still have to change the settings on the HQ screen. Is there a reason these work differently?

Who knows?. It has probably been that way since SP1.

Since it is not something any end user does on a regular basis it is of no particular importance.

Playing AI v AI is only ever something you would do as a game developer or as a scenario designer perhaps. Switching randomly between computer and human controlled play and back and forth again? - not something I do even when testing AI code. So if it has a few foibles then learn to deal with these as you are doing something totally outside of the envelope.

NB: Generated battles are not the same as scenarios - as scenarios are set up differently and are subject to the designer manually setting reaction turns etc. The battle set-up AI will set its own reaction turns as it sees fit.

They work the same computer control is set when the computer first takes control.
So
Scenario on its first turn as a person deployed them.
Battle at the start if you used auto deploy but I would guess if you deployed not till it gets its first turn.
If you switched sides several turns through a scenario to get a look at the AI path finding which is the only use I can think for it all units would be set to AI control.
Or put another way it will be set to the last control type used, AI or person & will not change till the AI gets to do something as in play a turn
