newbie Q2 Ministers

If I hand a ship over to a minister, is there any way to find out what the minister wants to do with it? If I click on one of those ships it doesn't show a movement path...

The minister gives his orders when you hit "end turn", so no. You will be able to see the line if the order takes more than one turn to complete.
