Is there a way to find out what the various foreign ranks are? example "Loi",a rank in the mujahadeen oob.

I cant help you with translations Or "military" ranks of the Mujahideen, however:

In game terms just compare the Rank file for the Mujahideen OOB #22 with the "standard" Rnk00.dat (or the country you are most familiar with ie #07 for UK #12 for US etc):

Private ........................ Askar
LanceCpl ..................... Bresh
Corporal ...................... Jak
Sergeant ...................... Loi
Gny.Sgt. ....................... Krur
Lieut. ............................ Baridman
Captain ........................ Toran
Major ........................... Jagran
Lt. Col. ........................ Dagarman
Colonel ....................... Dagarwal
General ...................... Jenral

How are you able to view the rank.dat files?

Windows is looking for a program to open it with.

Open it with your text editor - not a word processor. (See ranks.txt in the folder).
