Actually it was Konstantin Jireček that said it around 1911 concerning the Jireček Line, the conceptual boundary through the Balkans that divides the influence of the Latin (in the north) and Greek (in the south).

Note:
Someone really should start a basic education program for bubbleheads, they can't tell a tank from a small APC/Utility Vehicle or find the source of a quote.
