Engineer units - laying mines?

(I might guess at what the answer may be but I'll ask anyway...)

NO - not in the timescale of the game (Yes - they are the guys that do it BEFORE the battle)

If you want to lay mines mid-game, you can use FASCAM artillery. Sometimes cluster munition will also produce UXO (unexploded ordnance, treated as "mines" in the game.)
