I found this in the TDM Modpack Readme file:

(3) This TDM-ModPack may be freely distributed as long as no files are modified, added or deleted.

Does this me I cannot add more shipsets to the folder?

No, is what they mean is you can feel free to redistribute the modpack as long as you don't change any of the files before redistribution.

But if you do not distribute it and keep it on your own computer you can modify it to your hearts content, but do not ditribute it.
