The difference between average and elite ammo dumps?

Is there any difference between an average ammo dump and an elite ammo dump? The same question applies to other similar units.

Only in that a pinned ammo unit resupplies at a lower rate and so a higher status one may take less supppression from shells going off nearby and so not be pinned by it, or not run away from it whereas an average one may have, no.
