Surprized by Numbers

An enemy ship moved into range of my attack ships. I was surprized when we switched to tactical combat to discover the single ship had become 12. I replayed to verify and noted the enemy ship had no numbers in the upper corner yet when it entered the tactical screen it was 12 again. Does any one know how this occurs?

11 cloaked ships, 1 uncloaked ship. Ambush city.

Best guess: 11 of the enemy ships had active cloaking, and you didn't have the sensors to beat their cloak.
