Has anyone ever played a neutral?
 
I mean a race with "neutral" happyness type.
I thought it was nice for a little useless role-playing, but... it's a nightmare!
Unless you're quick to exterminate every neighbouring race (which is something that the bloodthirtsy are supposed to do, not neutrals...), most of your planets will keep revolting since they don't like aliens, don't like treaties, don't like losing battles, don't like winning battles, etc.
I considered taking the emotionless trait, but it's way too expensive (especially when playing with 2000 racial points).

I play neutral all the time, Never really had a problem with revolts.

I've tried a neutral race once. The main thing is to not accept any treaty proposals you don't need, and don't make another treaty until the planets have calmed down from the first one.

Research Construction and Troops early; Troops are one of the few things that help with neutrals.

You know, when you think about it, you should be able to change your racial attitude depending on your game situation. Switzerland is neutral because it is surrounded by mountains, not because of the intrinsic neutrality of the Swiss people. Don't know how you'd put that into SEIV though.
