Converting Resources

I know I read this in the on line manual but can't seem to find it again. How do I convert resources? Thanks.

Build a Resource Converter (requires Chemistry 2 and then Resource Manipulation) at a planet. Then, select the planet and click on the "Convert Resource" button, which is a little mining cart on the control panel, or press Ctrl-V. This brings up the resource conVersion window. Select the resource to convert to on the right, and then the resource to convert from on the left. Each click either adds 1000, 10000 or 100000, depending on which option you select on the bottom right.
