Can this be implemented ? (By MM)
 

If a race surrender to you, all is ships / planets automaticly controled by minister if minister on.
If a planet join you (like ships via intel op) auto minister.
With toggle - If a race surrender to you, you get (add)is racial trait for techs.
Middle of the game possibility to turn up the limits for ships / units.
