Is there a helper program for AI_Construction_Vehicles.txt?

This file is a pain to insert lines into manually, because of the line numbering. Has someone made a helper program for this?

I realy do hope there is one, this file is one of the most difficult ones in SE modding IMO.

And what happened to the guy who wrote the formation editor? We need that updated soon, as well. We need all sorts of helper programs for modding this gigantic beast of a game.
