Thrusters for bases and sats

Did I hear a while ago that only combat thrusters for bases work but not for sats? Or the other way around?

I got them to work for bases, but not sats. The ability was exactly the same but would not work on sats. I just figured this was due to some difference between 'ships' and 'units'. It was 1.49 non-gold it was tested in, havn't tested it in current Version yet.
