No and no.

The same goes for troops, btw. You can build super-cheap troops with nothing but a cockpit and they still increase planetary happiness.

<font size="2" face="Verdana, Helvetica, sans-serif">Think of the cheap troops as Billy Club and Tear Gas police. Great for crowd control, but not good in combat.

It is interesting that you do not start the game with the technology to build troops, but you can explore the galaxy. I guess SEIV worlds never had a prior history of internal warfare on the ground.

<font size="2" face="Verdana, Helvetica, sans-serif">In my game I don't have the tech yet for troops and I'd rather research other things which is why I'd rather use ships and facilities for riot control.

Do mothballed ships add to happiness? Does a ship have to have a weapon in order to add to happiness?
