Ships cloaking without possessing cloak component?

I'm in the middle of a game right now (switching out to post here) and I'm noticing that the cloak option appears to be available to my ships that don't actually have the cloak device on their hulls. There are also no other cloak-capable ships in the same space. Anyone know what this means?

Storms auto-cloak, you don't get a choice about it and the button doesn't light up.
