Which mod does this best?

One of the things that bugs me in unmodded SE4 is that military tech seems to peak fairly early in the game (ie BB's with sensors III, ECM III, PD V, PPB V) I know quite a few mods add more levels to these things. Is there one in particular that does this well?

Proportions have ECM and Scanners up to level 15 (or 12 - forgot it)
