Population minister and empty colonies?
 

Does the population minister (or the AI in general) now send population transports to empty colonies to repopulate them??
I my current game (Version 1.78) I still see many AI colonies with zero population over a long time.
If not already fixed that should definitely been done in the next patch.

Population minister sends people only to planets with breathable atmosphere. If planet with zero population is domed, it will never be repopulated http://forum.shrapnelgames.com/images/icons/icon9.gif
