I was wondering how is initiative resolved at a warp point? Does the defender always go first?

In Gold yes. In 1.49 the one with lower player number goes first.

This leads to my next question.

So drones stationed defending a warp point move first before the attackers get a shot?

Also how about a drone carrier defending a warp point does it launch and do the drones move first? Or do the drones have to wait a turn?

AFAIK, yes in Gold. But remember that drones will still be exposed to invaders' PD fire.
