Pupet Politcal Parties & Intel
 
On another thread SJ mention that:

"Only puppet political parties has a chance to fail independent of counter intel"

how is this done and is it modable? A quick scan on IntelPorjects.txt doesn't seem to reveal any info on the chance of success. I seem to recal in another thread were is was mentioned that it may be possible to mod the chance of success of a project. Can it be done?

The factor to fail for Puppet Political parties is hard-coded. I don't believe you can mod a intel project that can fail independently of counter intel.
