Different rules for solo/PBW simulaneous games?

Are some rules for simulaneous games different if you play a game on PBW as compared to a solo game vs the computer?

For example:

Playing a simultaneous game against the computer, I can do an upgrade and then mothball the ship. Viewing the orders, it shows the instructions to upgrade and then mothball.

In a PBW game, the "view orders" only show the mothball.

Edit: Both games are simultaneous.

What gives?

I'd been annoyed with that as well, but I hadn't noticed any difference between single and multiplayer....
