This is really weird.
Ok, here is the situation I had:
Playing TDM Modpack. Verified that the "Maximum Mines Per Player Per Sector := 100" was unchanged in both the default game directory and the TDM Modpack directory. I had a fleet with the ability to sweep exactly 100 mines (2 BC minesweepers, each with 10 MS V components). With this fleet, I moved into a known minefield over a warp point to sweep it. During the turn, an enemy ship came into the warp point from the other side before my fleet made it to the warp point. The enemy ship was a mine layer. This was in single player. Before combat was started, I got a message that I had lost 10 ships to mines AND I had swept 100 mines. I thought this was an error so I reloaded the game from the turn before and got the same results. At first I assumed that there had been 100 mines in the sector and somehow the layer was able to lay additional mines before combat started. So I reloaded the game from the turn before and switched to the other empire. To my surprise, there were only 58 mines (small mine with 2 warhead III's) in the sector and the enemy mine layer was not carrying any mines. Is the savegame file hosed or what? Slick. |

Are you sure that all the mines belonged to that player? I am fairly sure that two players allied together can lay 100 mines each per sector. Go back to the turn previous and peek at the AI players turns and see if all the mines belonged to one empire.

Yep. I've seen this happen in PBW, and heard players deliberately planning to use it on each other.

yeah, totally, it takes some work, laying 100 mines by oneself is hard enough.
