0 Population planet
 
Does anyone know if a planet with 0 population that has resource facilities on them still produces resources? I'm wondering if the Food Contamination Intel could criple an enemy this way.

It can't build anything, so I presume it can't produce either. Note that you can't bomb the planet or invade it either, except in Tactical Combat.

All Resource, Research & Intel facilities will stop working.
I believe facilities that have System wide abilities still work, such as the 'System Robotoid Factory' or Space Port.

There is the 'Abandon Planet' command.
It only works on small population colonies - under 50M I think.
I've always wondered how the population would react to that order from their leader... http://forum.shrapnelgames.com/images/icons/icon7.gif

I was (jokingly) refering to a strategy where you could kill off all the pop on a doomed planet and then get it back fully loaded with facilities by dropping pop on it. http://forum.shrapnelgames.com/images/icons/icon7.gif

If I remember correctly, it gives you an option to Abandon the planet.
If Yes, the colony and facilities and Storage will be completely remove from the planet.
If No, then the colony exists with full facilities and storage but you have no population.

It is a valid option if you so desired.
