Newbie Intel Question

I have read the Posts about how a CI level 3 project gets a 300% bonus and level 2 a 200% bonus, etc. It is not clear to me, do all levels of CI counter all types of intel attacks, or does each level only counter certain attacks?

Any CI project will counter any attack. If the CI does not have enough points (including bonuses) to counter the attack, the attack will succeed.
