Question on weapon modding
I want to give torpedoes a plus 15% to hit bonus in a weapon tweak mod I'm working on. What's the best way to add this in?

Do you mean change from Weapon Modifier := 0 to say Weapon Modifier := 15 for a 15% boost to hit?

Also it helps to add a note about it in the description, because otherwise players won't know the weapon has a bonus to hit. PvK |

You could give the weapons a dud ability (like Star-unstable) to put the description of the bonus to hit in the section at the bottom of the in-game display that lists the descritpions of abilities.
