Missing turns in PBW
 
I've noticed in one of the PBW games I'm playing that one player hasn't submitted his turn for the Last 8 turns or so. My question is simple: In such a game (simultaneous turns), what happens during those missed turns?
That is, do ships and planets simply finish their orders and sit there doing nothing? Or does AI take control? How do ministers fit into this picture (i.e. does the AI only take over if the ministers are turned on?)?
I've also noticed sometimes when people miss turns that the "AI" sometimes breaks previously set-up treaties, etc.
so, can anyone summarize how these factors all work together?

It depends on the game setup. If the game was setup using the "No AI Mod" then the AI is very limited in what it can and cannot do. If not, the players empire will be under complete AI control.

Unless it's TDM AI.
