Colonizing Planets

During a Simul. Game do you not get to pick what type of colony you want it to be if you turn on a minister? I have found that if I play the other way the pop up comes up. If I play a Simul game it picks something for me even though in the empire settings I have that I want the pop up to come up.

When in the game... In colonies menu/set colony type; a drop down menu will allow you to change it there. http://forum.shrapnelgames.com/images/icons/icon12.gif
