hello, new to SE and the game rocks. i was wondering how hard is it to set up a pbw game. was interested in setting up a slooooww game for some friends and other newbies. would i go to the site, set up a game and the options then it runs itself or what??? would it be easier to do PBEM?
is it possible to start a game as TCP/IP then switch to PBEM??

It is much easier to use PBW. They have a useful FAQ on the PBW site.

Basically, you create the savegame using the plr files collected from the players, and upload it to the PBW site. The PBW server then takes care of collection, processing and distribution of the game turns to the players in the game.
