Do smaller ships get to use their extra defense bonus against mines? They should, being smaller,and it would give them a reason to still be built later in the game.

I made another new quadrant I call The Maze.
It comes with my original Zoidian sector quadrant and the original quadrants that came with the game.
The Maze has the same systems as the Zoidian...

Human players will often Minimize and maximize racial points to get an advantage. The AI races should do it also.

If your ships do better at close range and you can take the damage wouldn't point blank be better? And wouldn't optimal know that and fire at short range like short range strategy would?

Does anyone use Short weapons range strategy?

In tactical combat I always get the first shot in. The AI needs to try and do this itself. It can be the deciding factor for who wins the battle.

I lowered the damage done by unstable warp points from 200 to 50. That helps the AI in the mean time.

Troops should be standard technology to all races,the only thing you should have to research is more advanced weapons for them and larger size troops. Then let some AI races use them.

There are mostly just 9 planet systems still with some 1's and 2's thrown in.
3-10 planet systems should occur 10% of the time for each. Then you can allocate the ramaining 18% to 1's and 2's...

I took a look at the lower planet systems and found that the 9 planet system comes up way to often. If you make it so 3 - 10 planet systems occur equally, and 1 and 2 planet systems came up...
