Oh, the Space Elevator facilities were actually upgrading, but I accidentally set all their roman numerals to "II." So they're actually different, even though they look the same.

It's a feature.
A planet that rebelled used to keep its original atmosphere breathing type and everything, so unless the planet was a breathable homeworld, they would be at a major disadvantage.

The Masters Mod uses Assimilators, and I thought about making racial tech capturable, but I decided to keep things simple instead.

This is true. It was something that came up during the SE4 beta. The max number of empires in a game (alive or dead) has a hard-coded limit of twenty.
