He'll move to the second slot next round.

He'll only move if there is nothing he can cast. Rare except very early or with priests.

It takes 30 seconds to test this. At least for the Air Shield + Bless case, Arrow Fend would take a little more work but I'm about 95% sure it would work the same way.

If you can get a good start, Shinuyama isn't a bad nation to play. They've got powerful recruit-everywhere mages and some strong troops.

Sure, PD's never going to stand up to a determined attack. Big battlefield spells aren't in question.
Even Harbingers are pretty high-end thugs. Close to SCs if geared right. As they should be....

What those provinces probably were was regular indy provinces where one of the commanders had generated with a magic item. Specifically, a Soul Contract. One devil/turn. If you hit those late enough...
