These are indeed multipliers for the price of items in each category. The only reason for using powers of two was to allow easier division (16/128 instead of 12.5/100 for increments of one eighth)...

If you want to create a quest that involves dropping someone off at a homeworld, you can now use the REMV command to take them off your ship. I don't think you should be able to drop them off...

There's an ambient bridge noise that plays on the star map. It's in the music folder rather than ambient, because it's handled like background music.

The most likely problem is that your video card's drivers don't support OpenGL 3d acceleration, so the game is using Microsoft's software-based OpenGL implementation.
