Thing is you can only give / recieve foreign aid 4 times every 10 days. I only have two aid slots left, which is why I didn't send anything to Baron Munchausen yet. So far, it looks like he can do...

I wouldn't even bother with interest. You can probably get more money by investing in infrastructure and getting more taxable citizens, and getting even more money in taxes each day.
