What I am looking for is not only advancements in weapons but in quality of the ship itself. The F-22 of today is smaller than a B-17 but there is nno comparison in ability

Wouldn't be nice to have different levels of improvement for each ship size.
Let me explain, you research from escort I to dreadnought I ,then go to the next ship level escort II to dreadnought...

Your right. If this was implemented the strategy of the game would improve.
The program could be set as a percentage. For instance, If you had 9 facilities on the planet with a population of 90...
