If it is a feature, the AI should know it needs to move closer to account for the atmosphere.

As it is, my ships won't destroy the planet without a switch in combat strategy.

I can't be sure, but I seem to recall somewhere vaguely official sounding that the age of your race gives a minor bonus to your stats. Not sure how much or when, though.
