Ships and fleets do not attack if they have any ministers on. It's a bug.

Once, it took me a long time to figure out -- I used to have the resupply minister on because I hate it when the ships run...

When I had this kind of problems, reinstalling SE IV and then rebooting the computer solved them all. Apparently SE keeps some stuff in temp directories and/or registry, and from time to time this...

Redently I have been fighting a lot of "Range Check" errors myself. In my case, they did not disappear with time. But, using the other computer on the LAN I was able to process the same game files...
