It makes AI to work better. It turns off some cheap indy units. For example AI nations wont recruit useless militia units anymore, instead they will recruit more likely nationbased units wich are...

Possible bug or mayby problem in my computer:

There is a strange blue screen (the same colour than base screens are) appearing...
