I think he means rather than have specific research areas (such as Missiles and Computers), he is going to have ~ 20 generic areas. Each generic area represents a "play style" and returns all sorts...

Try switching the order of Boarding Parties and Warheads in your destroyer designs and see if that makes a difference. It shouldnt... but you never know...
