It should be noted that certain beings can never receive a heroic ability. This includes pretenders and unique monsters, such as the Arch Devils. I suppose because they are already heroic.

Siege Engineers with Gate Cleavers will see an improvement, yet that is because the bonus from the cleaver is 50. My tests show me that the bonus is 50 no matter who you put that cleaver on.

Edi, my point is that any unit with stormpower can fly in a storm. It isn't the same because it additionally grants stat bonuses, but it does also grant the stormimmune effect. Test it yourself if...

The stormimmune command is relatively new. Regardless, it is a real command and testing shows that it does allow eagle warriors, who don't start out with flight, to fly in storms after being blessed....
