I suspect this is to support the multi-player function. At the end of the turn, everything is resolved so that the next turn can be generated. That would help explain what you are seeing.

Currently, you cannot get tech by capturing a planet, even if the planet you capture has tech (buildings or structures ) that are more advanced than yours. I don't know it they intend to change that...

I have had fleets engaged with missles ( usually targeted at one ship ) where all the ships in range of the missles will fire their PD until all the missles are destroyed.

You should go to the home page of Shrapnel games and read their press release. It explains it all. The delay is slight and should not significantly affect arrival of the game.
