If you're playing simultaneous turn resolution, then maneuvering 2 fleets so that they use up a move point in the same 'phase' of the turn to enter combat would work.

In the case of cargo / hangar bays, they displace lower mass of water because they're mostly empty. If it was indicating volume, the measure would be cubic meters / kilometers / feet.

Build a load of cruisers with cargo and supply components, bridge, crew + life support, a low tech engine or 2. An equal number of ships to your current fleet tonnage. Give them to your ex ally....

If a mod changes any file with "----- SOMETHING DATA FILE ----" at the top and provides AI to go with them you can't mix those AI with any other tech or component mods (without some strange stuff...

Satellite mounted weapons have a very limited range. A ship with reasonable engines can outrun a capital missile easily. The beam weapons would only get one or two shots off at best.
