Parking a ship or fleet in orbit will not help (or hurt) a Neutral happiness type race. They get mad at the empire for just building ships in the first place.

Have you tried placing the game files in the standard savegame directory. I know several pbem games have set up custom directories. This might solve the problem if that is the problem.

I just tried it the other way. I took my planets down to riot stage and then left them alone. They shortly increased back up to indifferent ( with no pac center, troop or vacation) by themsleves. ...

there is a solar collector facility for crystal. It works as long as there is a star in the system. When the star goes away (ie ringworl/sphereworld) the production goes away

Yes, I testing it with changing the settings.txt file to 15 % and then loaded 6 races to check starting @ 100% maintainence increasing in 5% increments and then the Last one as merchant+120%...

I just did a quick test on this in 1.30 and zero is as low as maintenance will go. So Racial points spent above would be wasted.

you might want to double check and see that you have no stray spaces or blank lines. SE4 is paticular in wanting a specific format for its data files

Do you have a problem with them wanting to strip away the atomsphere of the planets they are on unless they are on gas giants and then it doesn't work.

I think that this is due to the change in starting happiness level from jubilant to happy. I don't know if the racial point cost was considered with that change. So in a previous patch this trait...
