No, it doesn't work that way. The movement phase you're referring to happens simultaneously but that just means you'll never catch an army by trying to move regularly to where it is. You have to get...

There's been a couple good fights from the Sidhe pair (they sit on top of the hall of fame but one was hit with three afflictions plus curse) and his frog horde was thinned out at one time, but...
