Modify the QuadrantTypes.txt data file.

Set The storms to zeron and Black hole type to zero and reallocate the 15 points to the other types. This should be the easiest fix. A better mod would...

Typically you need 600% of their score to protect them, 800% of their score to subjugate them and 1000% of their score to have the AI surrender to you. These values are in the data files for each AI.

If you are talking about SFB. I played on the original pocket Version when there were only like 20 ships total and the 6 fold hexmap.

There problem is that in the past (I have not tested this on v1.27) you can NOT create a star in any system that contains a star OR contains a constructed planet. So nature can create binary + star...

Actually a base can act as a resupply depot. End the turn and have the base join a fleet with the ships. Not instant supply but end of turn supply if you can wait around.
