While the scout reports are perhaps more accurate than having no info at all, in my experience the reports that come from having High Dominion in an uncontrolled province seem to be the most accurate...

According to the manual, movement between friendly provinces occurs before movement into enemy territory. Could that be it?

There is an implicit sense of chance. Perhaps the one game you are using for reference here is not indicative of...

Well I have regularly taken Luck:2 in my games so far. I frequently get a hero in the first 5 turns, and I cant say that the bad events have crippled my empire in any way. But doesn't the game...
