My personal preference if for about 15 provinces or more per player, but I'm in regardless and I will happily defer to the game admin/starter.

I think the question here is... If I "Move" (not "Sneak") my currently-hiding stealthy flyers from an enemy province to one of my provinces, will they arrive at the destination before an enemy moves...
