To make mines less damaging, go into the Components.txt file and search for warhead. There are a series of values (100 0 0 0 0 etc) change that 100 to a lower value to get lower powered mines....

Yes.
A large mine full of warhead3 can do about 1200Kt worth of damage to shields, then armour then the rest of the ship.
Your shields + armour get a chance to regenerate 'between' mine hits.

Scanners can provide useful intel if you put them on satellites.
Get a nice big satellite with a cloak + a long range scanner and put it 3 squares from a warp point in enemy space. Cloak it and now...

OK, it would be possible (quite easy as well) to split the yards into a repair bay + a construction bay by creating a repair yard based on the repair tech. I know this doesn't seem realistic but...

You can scan satellites that are in orbit, the other alternative is to bring along a 'scout' fighter or frigate to dive ram the planet to get a peek at its cargo.

If you have the resource converter tech, you also have the Ultra recycler thingamybob facility.
With this little building, you can build fleets of VERY expensive ships, mothball them indefinitely...
