Try this.

With your Nexus up, cast a non-Arcane/Blood spell, and see how many gems it gives you for it.

To repeat, cast a spell, record how many gems you used, and see how many gems you've...

You definitely can get Fortified Cities from an event, and it _is_ the building a ring idea.

Arryn, I don't think the numbers are cumulative for the parenthetical power level.

I think, from my albeit low experience, that it might just trigger the Cause Fear twice.
